3 1. Bidder Qualification Requirements

3.1 Bidders must be independently incorporated legal entities registered within the People’s Republic of China, capable of independently assuming civil liability, and have been in existence for at least three years (calculated from the date of issuance of the business license to the day of bid opening), with a registered capital of no less than 1000 RMB 10,000; possessing corresponding production and supply capabilities;
