Part One: Tender Notice

I. Project Name

Project Name: Official Vehicle Maintenance and Servicing Project for Liuzhou Yunli Special-Purpose Vehicle Co., Ltd. of China National Heavy Duty Truck Group

II. Tender Content and Requirements

1. Scope of the Tender: Maintenance and servicing of the following vehicles: Honda Odyssey (2015), Buick GL8 (2019), Volkswagen Passat (2018), JMC Pickup (2016, 2020, and 2021), Honda Accord (2016), Baojun 730 (2015), Volkswagen Jetta (2009), Dongfeng Pickup (2011), and Sinotruk Howo (2020).

3. Delivery and Payment:

3.1 Delivery:

① The Bidder warrants that all parts used shall be brand-new, genuine products. In the event of counterfeit or non-OEM parts being used, or in the event that the Bidder, without the Tenderer’s prior consent, unilaterally replaces the Tenderer’s intact vehicle components, the Bidder shall undertake to replace such components free of charge and shall bear all losses incurred by the Tenderer as a result.

② The bidder undertakes to complete the repair of the tenderer’s vehicles within the time agreed upon by both parties. Upon joint inspection and acceptance by both parties, and confirmation that the repair work meets the specified requirements, the tenderer shall sign for receipt of the vehicles.

3.2 Payment and Settlement Method: Upon the Bidder’s fulfillment of Party A’s requirements, the Bidder shall issue a special value-added tax invoice for 100% of the contract price (including 13% tax). Following verification by the Tendering Party and confirmation of accuracy, payment shall be made via telegraphic transfer in the subsequent month.

III. Bidder Qualification Requirements

All prospective bidders must meet the following conditions and obtain approval from the tendering entity before being eligible to submit a bid for this project:

1. Bidders shall comply with the Tendering and Bidding Law of the People’s Republic of China, the Civil Code of the People’s Republic of China, and other relevant laws and regulations; and shall be independently incorporated legal entities registered within the territory of the People’s Republic of China, possessing the capacity to independently assume civil liability.

2. The company must have been in existence for more than two years (calculated from the date of issuance of its business license to the day of bid opening); its registered capital must be no less than RMB 100,000; and its scope of business must meet the requirements of the tender project.

3. Possess a good business reputation and have no administrative penalties, abnormal business operations, or untrustworthy records related to the tender project in the National Enterprise Credit Information Publicity System, or such records have already been removed; furthermore, have no record of misconduct in other tendering processes conducted by our company.

4. Possess a sound financial accounting system and maintain a good record of lawful payment of taxes and social security contributions;

5. Possess the capability to undertake this project in terms of site, personnel, equipment, funding, and specialized technical expertise;

6. Possess more than two years of operational experience in similar projects; and have demonstrated strong business performance and maintained a record of compliance with laws and regulations over the past two years.

7. Bidders must be the ultimate successful bidder and the party that enters into the contract; under no circumstances may the awarded project be subcontracted to any other entity in any form.

8. Consortium bids are not accepted for this tender.

* Note: Bidders must bring, at the time of bidding, a photocopy of the unified business license (with official seal), the letter of authorization, and the original identification card. In addition to attaching the letter of authorization to the bidding documents, bidders must also carry a separate copy for verification purposes. If the legal representative is attending the bid, they must present their original identification card. Failure to comply will be deemed a withdrawal from the bidding process.

VII. Composition, Preparation, and Submission of Bidding Documents

1. The tender documents for this project consist of a hard-copy version and an electronic version (the electronic version being a scanned copy of the hard-copy document bearing the official seal), both of which are composed of the “Tender Documents (Qualification Section)” and the “Tender Documents (Commercial Section)” (including the Bid Opening Summary Table).

3. The paper-based tender documents shall be submitted in two copies: one original and one duplicate. All documents of the same type, including the qualification proposal and the commercial proposal, shall be sealed together in a single envelope.

5. The paper-based and electronic versions of the tender documents must be consistent in content; in the event of any discrepancies, the electronic tender document shall prevail, and the tenderer shall simultaneously amend the paper-based tender document accordingly.
