  V. Obtaining Tender Documents

Method of Obtaining: Bidders who have registered to participate in the tender will receive an electronic copy of the tender documents via email at the address provided by the bidder. The Tenderee shall not be responsible for whether or not the bidder receives such emails correctly or in a timely manner; delivery shall be deemed to have occurred upon dispatch of the email by the Tenderee.

  VI. Instructions for Bidding

1. Qualified Bidders:

1 ) Bidders shall comply with the Tendering and Bidding Law of the People’s Republic of China, the Civil Code of the People’s Republic of China, and other relevant laws and regulations; and shall be independently incorporated legal entities registered within the territory of the People’s Republic of China, possessing the capacity to independently assume civil liability.

2 ) The company must have been in existence for more than one year (calculated from the date of issuance of its business license to the day of bid opening), and its business scope must meet the requirements of the tender project.

3 ）Bidders shall provide a copy of their business license bearing the Unified Social Credit Code (with the official seal affixed);

4 ) The bidder has had no violations of laws or material breaches of regulations related to this project in its business operations over the past two years;

5 ) The entity has a sound financial condition and market conduct and is not subject to any of the following: revocation of its business license or qualification certificate by the competent authority, suspension of operations for rectification, disqualification from bidding, seizure of its assets, or commencement of bankruptcy proceedings;

6 ) The bidder is not listed on the tenderer’s “Blacklist” (the “Blacklist” refers to instances in which, in past or ongoing collaborations with the tenderer, the bidder has engaged in conduct that the tenderer deems to constitute a breach of contractual obligations or a violation of laws and regulations, thereby resulting in loss of trust);

7 ) Bidders shall submit the original Letter of Authorization from the legal entity (a photocopy may be used in the duplicate bidding documents) and a photocopy of the identity card of the legal representative or authorized representative of the bidding entity, both bearing the official seal of the bidder.

8 ) Bidders shall possess the requisite qualifications and capabilities in equipment, finance, technology, services, and other areas necessary for the performance of the contract;

9 ) Bidders must have the full capacity to comply with all requirements set forth in the tender documents;

10 ) Bidders must be the ultimate party submitting the bid and entering into the contract; under no circumstances may they subcontract the awarded project to any other entity in any form.

11 ) This tender does not accept bids submitted by consortia;

12 ) Bidders may submit their bids only after presenting the “Proof of Payment of Bid Bond” to the tendering authority;

13 ) One copy of the tender document, sealed and affixed with the official seal, shall be submitted.

VII. Bid Bond

Bids must be submitted in writing no later than 10:00 a.m. on June 19, 2025, together with a bid bond of RMB 1,000, which will be refunded after the bidding process concludes. The bid bond shall be remitted via bank transfer to the following account, with the purpose of the transfer clearly indicated on the remittance slip. “ Bidder and Bid Bond for the Camera Procurement Project “Applications received after the deadline will not be accepted. The Tender Documents shall be submitted to Room 305, Party and Mass Work Department, Office Building of China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd.”
