Special Audit Letter of Tender

The following are the tendering rules and requirements, along with relevant notes, for the special audit of the acceptance inspection of key technological innovations in next-generation, high-efficiency, energy-saving, multi-functional snow-removal equipment designed for high-altitude, cold-climate environments:

1. Scope of Tender

Special Audit for the Acceptance of Key Technological Innovations in the Next-Generation High-Efficiency, Energy-Saving, Plateau- and Cold-Region-Adapted Multifunctional Snow-Removal Equipment Developed by China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd.

2. Qualification Requirements for Bidders

(1) Possess domestic independent legal person status, the capacity to independently assume civil liability and perform contracts, a good commercial reputation, and the equipment and specialized technical capabilities necessary for contract performance. The registered capital shall be no less than RMB 300,000, and the entity shall have no record of major violations of laws or regulations or any administrative penalties imposed during its operations over the past three years.

(2) Possess the “Practice Qualification for Accounting Firms” issued by the competent financial administrative authority;

(3) The accounting firm’s headquarters or branch office is located in Liuzhou City and is staffed with a strong team of highly qualified professionals, enabling prompt service response.

(4) The proposed project manager must have at least five years of professional experience.

3. Requirements for Submission of Materials

(1) Bidding period: 9:00 on October 21, 2025, to 17:00 on October 30, 2025, with the deadline being the time of delivery of the hard-copy documents. No bids will be accepted after the deadline; such submissions will be deemed withdrawn. 。

(3) Formatting Requirements: Materials shall be printed on A4 paper in one original copy, affixed with the official seal of the submitting entity, and sealed in a sealed envelope. The cover of the sealed envelope shall clearly indicate the full name of the supplier and bear the official seal of the submitting entity across the seam.

(4) Content Requirements ( The following materials are all required. ):

① Quotation Sheet (see Attachment 1);

② Power of Attorney for Signing the Bid Document (see Appendix 2);

③ A copy of the legal representative’s identity card;

④ A photocopy of the authorized person’s identity card;

⑤ Photocopies of the business license and other relevant certificates.

5. Quality Requirements

1 1. Once an accounting firm or tax consulting firm wins the bid, it shall comply with the audit service arrangements of China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd. (hereinafter collectively referred to as “Liuzhou Yunli”);

2 1. The following guarantee measures must be clearly defined:

2.1 Human Resources

Upon receipt of the notice of award, the audit team shall be formed in strict accordance with the personnel composition specified in the tender documents, and its members shall possess specialized experience in auditing science and technology projects, enabling them to competently carry out the audit work for this project.

2.2 Work Progress and Requirements

The audit team must, in accordance with the notice from Liuzhou Yunli Company, commence on-site auditing as scheduled and carry out the audit in a timely manner, completing the audit engagement within the committed timeframe and issuing an audit report that meets the required standards for submission to Liuzhou Yunli Company.

2.3 Information Communication

During implementation, regular communication with the Project Team at the Technical Center of Liuzhou Yunli Company is required to share information, and any issues identified during the audit should be promptly discussed and rectified.

2.4 Quality Assurance

Accounting firms and tax consulting firms are required to implement a review system for audit engagements and bear full responsibility for the audit conclusions, quality, and timeliness of such engagements.

6. Precautions

Personnel required to attend the bid opening in person must comply with China National Heavy Duty Truck Group Liuzhou Yunli Safety Management Requirements for Special-Purpose Vehicle Co., Ltd.

7. This tender is conducted by The Finance Department of China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd. may conduct another tender based on the bidding results; the final tender outcome announced by the Finance Department shall serve as the settlement price for all bidders.

8. The Finance Department of China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd. reserves the right of final interpretation of this Implementation Plan.
