8 , Submission of Bidding Documents

8.1 Submission Deadline: Bids must be submitted in writing no later than 12:00 noon on December 26, 2025, together with a bid bond of RMB 5,000. The bid bond shall be remitted from the bidder’s primary bank account to the following account, with the remark “Bid Bond for Printing of Whole Vehicle Certificates of Conformity for Motor Vehicles” clearly indicated on the remittance slip. Any submissions received after the deadline will not be accepted. If the bidder is not awarded the contract, the full amount of the bid bond will be refunded without interest via the original payment channel. Upon award of the contract, the bid bond will no longer be refunded and will automatically be converted into a performance bond, which will be returned upon termination of the contract and expiration of the after-sales service period, provided that quality assessments have been completed and all claims have been settled.

Chapter 2: Instructions to Bidders

1 ．Bidder Qualifications

(1) Bidders shall comply with the Tendering and Bidding Law of the People’s Republic of China, the Civil Code of the People’s Republic of China, and other relevant laws and regulations. Bidders must be independently incorporated legal entities registered within the territory of the People’s Republic of China and possess the capacity to independently assume civil liability. The company must have been in existence for no less than three years (calculated from the date of issuance of its business license to the day of bid opening).

(2) The basic eligibility requirements for companies shortlisted for this project are that they must be registered with a capital of RMB 200,000 or more, hold general taxpayer status, and have a business scope that meets the requirements of the tender project. Bidders shall provide the original and a copy (stamped with the official company seal) of their business license incorporating the three certificates into one, bearing the unified social credit code.

(3) Bidders shall have a good commercial reputation and a sound financial accounting system, with satisfactory financial condition and market conduct, and shall not be subject to any of the following: revocation of their business license or qualification certificates by competent authorities; suspension of business for rectification; disqualification from bidding; or seizure, freezing of assets, or commencement of bankruptcy proceedings. Bidders shall submit original certificates confirming that their financial statements for the past three years (balance sheet, income statement, and cash flow statement) show no abnormalities.

(4) The bidder shall not be listed on the Tenderee’s “Blacklist” (the “Blacklist” refers to instances in which, during past or ongoing cooperation between the bidder and the Tenderee, the Tenderee has determined that the bidder has engaged in untrustworthy conduct, such as breach of contractual obligations or violation of laws and regulations).

(5) The enterprise shall be equipped with a sufficient number of technical support personnel, and the bidder shall demonstrate its capability to execute the project in terms of production, human resources, financial resources, and technology. All bidders that pass the qualification review shall be eligible to participate in the bidding.

(6) Bidders shall submit the original letter of authorization from the legal entity (a photocopy may be used in the duplicate bidding documents) and the original and a photocopy of the identification card of the legal representative or authorized representative of the bidding entity, both bearing the official seal.

(7) Bidders shall acknowledge the Employer’s work instructions, including the requirement that work be carried out as normal during public holidays and statutory holidays.

(8) Consortium bids are not accepted for this tender.

(9) The tenderer shall not accept any tender documents that are submitted after the deadline;

2 . A tender shall be deemed invalid if any of the following circumstances apply:

(1) The tender document is not sealed or the supporting documents are incomplete;

(2) The bidder has failed to provide a comprehensive response to the substantive requirements of the tender documents;

(3) There are indications of bid-rigging by the tenderer;

(4) Failing to enter into the contract within the prescribed time limit without justifiable reasons after winning the bid;

(5) The bidder submits a tender document that contains false or fraudulent information;

(6) Where the circumstances violate laws and regulations.

3 ．Payment Method

Upon completion and acceptance of the finished products, the bidder shall issue a special value-added tax invoice, and the tenderer shall make full payment upon receipt of the invoice.

4 ．Bid Price

(1) Upon full communication and confirmation with the tendering party’s contact person, the bidder shall cover all costs related to this project as specified by the tendering party; Bids must cover all categories; otherwise, the bid shall be deemed invalid.

(2) The copyright and other related intellectual property rights in the design documents shall vest in the Tenderee, and both the Tenderer and the Tenderee shall mutually maintain the confidentiality of each other’s trade secrets. With respect to any technical materials provided, including parameters, specifications, prices, and methods of use, the Tenderer shall not disclose such information without the Tenderee’s prior written consent.

(3) All quotation currency units are as follows: product price in RMB yuan, inclusive of tax. In the event of a policy-driven reduction in taxes and fees, the winning bid price shall be adjusted accordingly.

Chapter 3: Bidding Documents

1 ．Requirements

(1) Bidders shall carefully review all contents of the tender documents, submit their bid documents in accordance with the requirements set forth therein, and ensure the authenticity of all submitted materials.

(2) The tender document, tender quotation form, samples, and other materials must be separately placed in individual sealed bags and affixed with the official company seal. (See Section 5, Tender Document Format, for details.)

2 ．Bidding Language and Units of Measurement

(1) The tender documents, as well as any documents and correspondence exchanged between the tenderer and the tendering entity in connection with the tender, shall be prepared in Chinese.

(2) Use the statutory units of measurement of the People’s Republic of China or international units.

(3) All bid quotations shall be denominated in Chinese yuan.

3 ．The following requirements shall be observed when completing the tender documents.

(1) The quoted tender price includes printing costs, transportation costs, and taxes.

(2) All goods supplied by the successful bidder must comply with the tenderer’s corporate VI guidelines. All rights are reserved by the tendering entity; bidders shall not use the printed leaflets for any unauthorized purposes.

(3) Bidding documents shall not contain any additional lines or alterations; if any modifications are made, they must be initialed and sealed by the bidder’s representative who signed the bidding document at the place of alteration.

(4) The Bid Price Summary Sheet shall be completed with the unit price (in lowercase) for each item and the total bid amount (in uppercase). Specific pricing Please follow (2) Product Quotation Requirements. Fill in.

(5) Documents that comply with the requirements of the tender documents.

4 ．Preparation of Tender Documents

All tender documents and all correspondence exchanged between the tendering and bidding parties shall be printed on A4-sized paper. Bidders are required to prepare their tender submissions strictly in the following order.

(1) Qualification Certification Section 。

(1) The tender document (Form 1) shall be affixed with the official seal.

(2) Power of Attorney for Legal Persons (Form No. 2), affixed with the official seal.

(3) A summary table of the enterprise’s information (Form 3), affixed with the official company seal; accompanied by a formal list of the bidder’s current employees. Also include photographs of existing operational equipment, copies of contracts, invoices, and other relevant documents.

(4) Corporate Honors.

(5) Overview of Company Performance (Form 4); supporting documentation, in photocopy form and stamped with the official seal, demonstrating the bidder’s performance in providing services to large enterprises from 2022 to 2025.

(6) Letter of Commitment: This document shall include four components—service commitment, response commitment, after-sales and warranty-period commitment, and delivery-period commitment—each of which must be clearly stated. The format is to be determined by the bidder, and the document must be affixed with the official company seal.

(7) Photocopies of the bidder’s financial statements for the past three years, stamped with the official company seal.

(8) A copy of the business license incorporating the three certificates into one, bearing the official company seal and containing the unified social credit code.

(9) Credit Certification: Includes a bank credit certificate, credit verification documents (credit report), and a statement on the enterprise’s external guarantees (clearly stating whether your organization has engaged in any external guarantee or pledge activities, and bearing the official seal).

(10) Tax payment certificates for the most recent six months and annual tax credit evaluation information (screenshots from the Electronic Tax Bureau, with the official company seal affixed).

(11) Proof of margin payment.

(2) Product Quotation Section. Bidders shall, in accordance with actual circumstances and as required, submit the hard-copy, stamped Version 1 of the Appendix: “2026 Vehicle Whole-Vehicle Factory Certificate of Conformity Printing Bid Quotation Summary.”

Please note that all bidder quotation summary tables must be in Excel format, and the formatting must not be altered. Any quotation that does not comply with this format will be deemed invalid. Entries in the table may not be added, deleted, modified, filtered, or hidden; in particular, the “Serial Number” column must remain unchanged—any deviation will result in an invalid quotation. The Excel file must not contain data references, links, formulas, custom styles, merged cells, or any other such elements. All quotations must be denominated in Chinese yuan (RMB).

(3) Product Quality Section. Bidding Bidders must provide sample submissions to facilitate the procuring entity’s evaluation of product quality. The requirements are as follows:

1 ) Submit Attachment 1, “Overview of Bid Prices for the Printing of Whole-Vehicle Factory Certificates of Conformity for Motor Vehicles in 2026,” along with a sample certificate that conforms to the reference sample, and provide a similar sample. Process requirements: The printed whole-vehicle factory certificate of conformity for motor vehicles shall comply with the requirements of GB/T 21085-2020, “Factory Certificate of Conformity for Motor Vehicles”; paper size: A4 (210 mm). times 297mm) ; Paper requirements: not less than 120 g/m² ² Security thread watermarked paper.

(4) Response Section. To ensure the timely delivery of printed materials to the tendering party, the bidding entity shall specify the scope of services it can provide and the level of responsiveness, including service commitments, after-sales commitments, and response commitments, such as supply response time, unconditional return or exchange for damaged items, replacement, and compensation for delays. The format is to be determined by the bidder.

(5) Other sections. Other supporting documents that bidders may submit to demonstrate their corporate strength (additional materials may be included as appropriate).

5 ．Bid Document Format

1. Signing of the Bid Document

The legal representative or the authorized representative of the bidder must, in accordance with the provisions of the tender documents, sign and affix the official seal of the bidder’s organization on the original and duplicate copies of the tender document, as well as on all accompanying attachments and the Tender Quotation Summary Sheet. No other type of seal, such as one bearing the words “Special Seal,” may be used; otherwise, the tender shall be deemed invalid. If the bidder makes any amendments to the tender document, the legal representative or the authorized representative of the bidder must sign each amended page or affix the official seal thereon.

2. Sealing and Marking of Tender Documents

2.1 Bidders shall submit one original and one copy of the bidding documents, together with two hard-copy, stamped and printed copies of the “2026 Motor Vehicle Whole-Vehicle Factory Certificate of Conformity Printing Bidding Quotation Summary” (see Attachment 1 for details), as well as separately sealed samples, with the following information clearly indicated on the cover:

(1) Project Name: Public Tender Procurement for Advertising and Promotional Printed Materials in 2026 by China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd.

(2) Bidder’s name (with official seal), address, postal code, telephone number, and fax number; each sealed document shall be affixed with the bidder’s official seal at the sealing point.

2.2 If a bidder fails to seal the bidding documents and affix the required markings as specified above, the procuring entity shall bear no responsibility for any premature opening of such documents. The procuring entity reserves the right to reject any bidding documents that have been opened prematurely as a result and to return them to the bidder, thereby disqualifying the bidder from the tender. Upon completion of the tendering process, all bidding documents submitted by bidders, regardless of whether the bidder is awarded the contract, will not be returned.

Chapter 4: Bid Evaluation and Award

1. Bid Evaluation

(1) The bid evaluation meeting for this printing project is scheduled to be held at 14:00 on December 26, 2025, in the Quality Department Office of China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd.

(2) The tendering entity shall organize relevant professionals to conduct the bid evaluation, adhering to the principles of openness, fairness, and impartiality, and in strict accordance with applicable national laws and regulations as well as the company’s internal rules and procedures, by establishing an expert review panel to carry out the tender evaluation.

(3) During the bid evaluation, the evaluation shall be conducted internally by the company, and bidders shall not participate.

(4) Bid Evaluation Criteria (maximum score: 100). Bids from bidders who fail the qualification review shall be deemed invalid.

2 ．Awarding the Contract

(1) Within five business days after the completion of the bid evaluation, our company shall issue a Notice of Award to the successful bidder.

(2) Under conditions of equal merit as stipulated in the tender documents, the comprehensive scoring method shall be applied. Scoring shall be conducted by category in accordance with the evaluation criteria, and the evaluation shall be carried out in a fair, impartial, transparent, and orderly manner. On the premise of maximizing compliance with the substantive requirements of the tender documents, a comprehensive review shall be conducted based on the evaluation criteria to determine the overall scores and rankings (in the event of a tie in overall scores, the bidder with the higher price score shall be ranked higher).

(3) The successful bidder shall, in accordance with the time and place specified in the Notice of Award, enter into a contract with our company; otherwise, it shall be deemed to have waived its qualification as the winning bidder, and the tendering party shall make a separate decision regarding the supplier.

(4) The items provided by the successful bidder must be genuine, factory-produced, brand-new, and unused qualified products.

(5) Delivery Term and Method: The winning bidder shall perform in accordance with the contract requirements.

3 . Contract Performance, Acceptance, and Claims

(1) The successful bidder shall perform its obligations in accordance with the contract; failure to complete on time shall result in a daily penalty of RMB 500.

(2) The successful bidder shall conduct acceptance inspection of the goods upon their arrival in accordance with the contract provisions.

(3) If, during the supply process, the winning supplier incurs quality-related claims due to defects in its goods, the actual amount of such claims shall be deducted from the supplier’s payment for goods.

(4) During the term of the contract, the unit price of delivered goods shall be settled based on the winning bid unit price for 2026.

Chapter 5 Contract Terms

This tender is valid for a period of three years, and the procuring entity shall enter into contracts with the successful bidder as needed. The tendering entity and the successful bidder shall, within three days from the date of issuance of the notice of award, enter into a written contract in accordance with the tender documents and the successful bidder’s tender. If the successful bidder, without just cause, refuses to sign the contract, imposes additional conditions upon signing, or fails to submit the performance bond as required by the tender documents, the tendering entity shall have the right to disqualify the bidder, and the bid bond shall not be refunded; moreover, if the losses incurred by the tendering entity exceed the amount of the bid bond, the successful bidder shall also compensate for the excess.
