Should you accept the invitation to participate in the bidding process, please follow the procedures and requirements set out below:

Project delivery date

From the date of receipt of the Notice of Award, monitoring shall be conducted in accordance with the schedule, timing, and frequency specified in our company’s 2026 Environmental Monitoring Plan, and a valid monitoring report shall be submitted within 20 days following completion of each monitoring cycle.

Binding Requirements for Tender Documents

The tender technical documents shall be bound into a single volume;

All bid-related qualification documents shall be bound into a single volume.

2. Bidding Instructions条款

2.1 Party A: the tendering party, namely China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd.

Party B: Bidder

2.2 Bidding-related qualifications and bidding documents:

A copy of the business license, organizational code certificate, certificate of the legal representative, power of attorney, photocopies of the identification cards of the legal representative and the authorized representative, certification documents demonstrating monitoring qualifications accredited at the prefecture-level city level, and a photocopy of the remittance slip for the bid bond, among others.

2.3 The successful bidder shall provide a monitoring plan for relevant pollution sources, a project schedule, and a personnel organization plan.

2.4 The subject of this tender is: Environmental Monitoring for the Year 2026

2.5 Bid Price: Provide a detailed quotation for each pollutant as specified in Chapter 7 (prices are quoted inclusive of tax).

3. Expense Settlement

3.1 Payment method: cash payment;

3.2 Payment Schedule: Upon the execution of this Contract by both Party A and Party B, Party A shall make payments on a quarterly basis based on the actual monitoring expenses incurred.

3.2.1 Party B shall issue a special value-added tax invoice to Party A on or before the 24th day of the last month of each quarter, and Party A shall pay the monitoring fees to Party B within 30 days of receipt of the report and the invoice.

4. Performance Bond

To ensure the performance of this Agreement, Party B’s bid bond shall be converted into a performance bond upon award of the contract. If Party B unilaterally terminates the contract prior to completion, Party A shall not refund Party B’s performance bond. Upon Party B’s fulfillment of the environmental monitoring obligations under the Contract for the year 2026 and submission of the final monitoring report, Party A shall refund Party B’s performance bond within 30 business days, without interest.

5. Liability Protection

5.1 Party A’s Responsibilities:

(1) Provide the site required for monitoring and the necessary assistance.

5.2 Party B’s Responsibilities:

(1) Party B shall be responsible for organizing monitoring in accordance with the scope of the winning bid; Party B shall notify Party A two days in advance of the scheduled monitoring, and shall promptly report the monitoring results to Party A upon their completion.

(2) Party B shall ensure the authenticity of the monitoring data and the validity of the monitoring report;

(3) Party B shall conduct monitoring in accordance with the schedule and frequency stipulated in our company’s 2025 Annual Environmental Monitoring Plan and submit valid monitoring reports on time. If, due to Party B’s fault, the monitoring schedule or frequency fails to meet the requirements of the environmental protection authorities, Party B shall bear all losses incurred by Party A as a result.

(4) When Party B’s personnel enter Party A’s premises, they shall comply with Party A’s relevant management regulations, provide and use qualified safety equipment and personal protective equipment, and assume full responsibility for any work-related safety accidents that occur during operations or for any personal injury or property damage caused to third parties.

Chapter 3   Bid Opening

Party A shall conduct the public bid opening at the prescribed time and in the prescribed venue, and shall invite the legal representative (or head of the entity) of each Party B, or their duly authorized agent, to attend on time. Failure by a bidder to attend the bid opening shall be deemed as acceptance of the bid-opening results.

Chapter Four   Bid Evaluation

Party A shall organize relevant subject-matter experts to conduct the bid evaluation, adhering to the principles of fairness, impartiality, scientific rigor, and selection of the best bidder. The “Comprehensive Evaluation Method” shall be adopted, under which the members of the Bid Evaluation Committee shall comprehensively assess the tender documents and commitments submitted by all bidders. The winning bidder shall be determined based on the ranking of scores, from highest to lowest, as established in accordance with the preliminary evaluation results and the detailed scoring criteria for the comprehensive evaluation.

1.1 Benchmark price calculation method:
When n (the number of valid bidders, the same applies hereinafter) ≤ 5, the benchmark price = 0.97 × the arithmetic mean of all valid bid prices;
When 5 < n < 10, the benchmark price equals 97% of the arithmetic mean of all valid bid prices after removing one highest and one lowest bid.
When n ≥ 10, the benchmark price is calculated as 97% of the arithmetic mean of all valid bid prices after removing the two highest and one lowest bids.
1.2 Scoring Method:
For each 3% increase over the benchmark price, 1 point shall be deducted; for each 3% decrease, 0.5 points shall be deducted, starting from the full score and continuing until the score is exhausted.

Registered capital

A registered capital of RMB 2 million earns 6 points; for every additional RMB 2 million, 1 additional point is awarded, up to a maximum of 4 points.

Monitoring Plan and Assurance Measures

The bidder shall be able to provide the optimal monitoring plan and corresponding safeguard measures, with a comprehensive and feasible plan that is aligned with the actual conditions of this tender. Points will be awarded from 1 to 15 based on the quality of the overall proposal.

Implementation Period

Six points are awarded for compliance with the monitoring cycle; where a detailed monitoring plan is provided that exceeds the tender requirements, 1 to 4 points may be awarded at the discretion of the evaluation panel based on actual circumstances.

Provide training to Party A during the monitoring period; a detailed training plan shall be included in the tender document, with 1–5 points awarded based on actual circumstances.

Similar performance

Bidders will receive 1 point for each comparable project, with a maximum of 10 points.

Performance capability

5

Award 1 to 5 points at the discretion of the evaluation committee based on the bidder’s overall strength, brand influence, market share, and other comprehensive factors.

After-sales service

5

Appropriate after-sales service measures and the availability of corresponding after-sales service capabilities at the project site will be awarded 1–5 points, as appropriate.

 

 

Note: The bidder’s comprehensive evaluation score shall be the arithmetic mean of the scores assigned by all evaluators, with the final score rounded to two decimal places.

If a tender document falls under any of the following circumstances, the Evaluation Committee shall treat it as non-responsive to the tender documents or as an invalid tender:

1 ) The proposal does not comply with the requirements stipulated in the tender documents;

2 ) Where the tender document is not stamped by the bidder, or where it is not signed or stamped by the legal representative or by an authorized agent duly authorized by the legal representative;

3 ) Not sealed or completed in accordance with the prescribed format, with incomplete content or illegible key information that cannot be identified;

4 ) If a bidder submits two or more quotation documents with differing contents, or includes two or more quotations for the same procurement item in a single quotation document without specifying which one is valid, unless alternative proposals are submitted in accordance with the tender documents;

5 ) The bidder’s name or organizational structure is inconsistent with the qualification review;

6 ) The bidder fails to provide the bid bond as required by the tender documents;

7 ) Where the content of the tender documents submitted by different bidders is abnormally consistent;

8 ) Where the tender documents of different bidders are intermingled;

9 ) Where different bidders entrust the same person to submit bids;

10 ) Where different bidders use the same individual’s or enterprise’s funds to pay the bid bond;

11 ) Failing to comply with the substantive requirements in the tender documents regarding delivery schedules, quality standards, warranty periods, and other such matters;

12) Providing false materials to obtain the bid;

13 ) Any other activities intended to compromise the fairness of the tender outcome.

Chapter 5   Contract Terms

The tendering entity and the successful bidder shall, within five days from the date of issuance of the notice of award, enter into a written contract in accordance with the tender documents and the successful bidder’s tender. If the successful bidder, without just cause, refuses to sign the contract, imposes additional conditions upon signing, or fails to submit the performance bond as required by the tender documents, the tendering entity shall have the right to disqualify the bidder, and the bid bond shall not be refunded. Furthermore, if the losses incurred by the tendering entity exceed the amount of the bid bond, the successful bidder shall also compensate for the excess.

Chapter Six   On-site inspection

During the bidding period, the bidder shall be accompanied by personnel dispatched by the tendering party for on-site inspection at the site designated by China National Heavy Duty Truck Group Liuzhou Yunli Special-Purpose Vehicle Co., Ltd.

Explanation:

1 . Bidders must carefully complete and submit the attached documents in this section;

2 .A clear response shall be provided to the requirements set forth in the attached document;

3 . The signatory of the attached documents shall warrant that all responses to inquiries, all statements made, and all qualification and credential documents and materials submitted are true and accurate;

4 . The tendering entity shall maintain the confidentiality of the documents and materials submitted by bidders; however, such materials will not be returned.

5 . All accompanying documents shall be written in Chinese and form part of the tender submission.
