Tender Notice for the 2026 Patent Agency Project of China National Heavy Duty Truck Liuzhou Yunli Kodiaq

The bidding rules and relevant requirements for the 2026 patent agency project are as follows:

1. Key contents of the bid evaluation rules:

(1) The prices stipulated in this tender shall be effective as of January 1, 2026;

(2) The Supplier’s quotation is for individual projects in 2026 and shall not be adjusted thereafter; settlement shall be based on the actual quantities incurred.

2. Notes for the Supplier’s Bid Include:

(1) This tender is the sole channel for determining the pricing of the 2026 patent agency services project.

(2) Upon completion of the bid evaluation, the expert panel shall determine the allocation ratios and issue the evaluation results in a unified manner.

(3) When submitting quotations, each supplier shall not alter the order of the quotation form or delete any other content therein.

3. Requirements for Submission of Materials

(1) Deadline: The deadline for the delivery of hard-copy documents is 12:00 on March 11, 2026. No quotations will be accepted after this deadline, and such submissions will be deemed as withdrawn bids.

(3) Formatting Requirements: Materials shall be printed on A4 paper in one original copy, affixed with the official seal of the submitting entity, and sealed in a sealed envelope. The cover of the sealed envelope shall clearly indicate the full name of the supplier and bear the official seal of the submitting entity across the seam.

(4) Content Requirements (all of the following materials are required):

① Quotation Sheet (see Attachment 1);

② Letter of Authorization for Signing the Bid Document (see Appendix 2);

③ Photocopy of the legal representative’s identity card;

④ A photocopy of the authorized person’s identity card;

⑤ Copies of the business license, bank account opening permit, patent agency qualification certificate, and other relevant certificates.

4. Bid Bond Requirements

(1) Deadline: The deadline for the receipt of the bid bond is 12:00 on March 11, 2026. Transfers received after this deadline will not be accepted and will be deemed a withdrawal from the bidding.

(2) The bid bond shall be transferred from the bidder’s basic account to the following account, with the remark “Bid Bond for Patent Agency Project” on the remittance slip.

(3) If a bidder does not win the bid, the bid bond shall be refunded in full, without interest, via the original payment channel. If a bidder wins the bid, the bid bond shall be refunded in full, via the original payment channel, upon execution of the agency service contract or agreement.

6. Product Requirements

(1) Service Requirements: Enter into an annual service contract or agreement to conduct prior-art searches and novelty assessments on patent technical disclosure materials, and to provide value-added services such as patent drafting and patent retrieval.

(2) Payment Terms: Payment shall be made in cash in the month following receipt of the invoice, based on the quarterly patent agency acceptance status, or in accordance with the relevant requirements of China National Heavy Duty Truck Group Liuzhou Yunli Kodiaq Machinery Co., Ltd.

(3) Other commercial requirements: Compliance with the relevant provisions of the procurement agreement or procurement contract entered into by China National Heavy Duty Truck Group Liuzhou Yunli Kodiaq Machinery Co., Ltd.

7. Requirements for Responsibilities and Obligations:

All suppliers participating in the tender shall undertake commitments regarding technical confidentiality, service pricing, and service quality with respect to China National Heavy Duty Truck Group Liuzhou Yunli Kodiaq Machinery Co., Ltd. In particular, the winning bidder shall be subject to penalties—including, but not limited to, deductions from service fees and fines—if any breach of technical confidentiality, failure to meet service quality standards, or other issues arise that adversely affect the Company’s normal production and business operations or its economic performance.

8. This tender may be re-issued by the Procurement Department of China National Heavy Duty Truck Group Liuzhou Yunli Kodiaq Machinery Co., Ltd. in accordance with the tendering circumstances, and the Supplier shall base its supply price on the final tender results announced by the Procurement Department of China National Heavy Duty Truck Group Liuzhou Yunli Kodiaq Machinery Co., Ltd.

9. The Procurement Department of China National Heavy Duty Truck Group Liuzhou Yunli Kodiaq Machinery Co., Ltd. reserves the right of final interpretation of this Implementation Plan.
